UAE Free Zone VAT Rules
Understanding VAT treatment for designated zones and free zone businesses.
Free Zone
A designated area with regulatory and tax benefits. Businesses may still be subject to VAT depending on their activities.
Designated Zone
A free zone specified by Cabinet Decision as being "outside UAE" for VAT on certain goods transactions.
Free Zone vs Designated Zone
Not all free zones are "designated zones" for VAT purposes. The distinction is critical:
- Free Zone: General term for any UAE free zone. VAT rules apply normally unless it's also a designated zone.
- Designated Zone: Specific free zones listed by Cabinet Decision where goods can move without triggering VAT under certain conditions.
Important Distinction
Designated zone benefits only apply to goods. Services supplied from any free zone to mainland UAE are always subject to normal VAT rules.
Designated Zones in the UAE
The following free zones have been designated by Cabinet Decision as being treated as outside the UAE for certain goods transactions:

VAT Treatment in Designated Zones
Goods Moving Within Designated Zones
When goods are transferred between businesses within a designated zone, or between different designated zones, VAT is generally not applicable if the goods remain in the zones.
Goods Moving from Designated Zone to Mainland UAE
When goods leave a designated zone and enter mainland UAE:
- This is treated as an "import" for VAT purposes
- The mainland UAE recipient must account for import VAT
- Reverse charge may apply if the recipient is VAT-registered
Goods Imported into Designated Zone from Abroad
- No import VAT is due when goods enter the designated zone
- VAT only becomes due when goods move to mainland UAE
- Allows for storage and trading without immediate VAT impact
Goods Exported from Designated Zone to Abroad
- Zero-rated (no VAT charged)
- Export documentation must be maintained
Services in Free Zones
The designated zone benefits do NOT apply to services:
- Services from free zone to mainland UAE: Standard 5% VAT applies
- Services from mainland UAE to free zone: Standard 5% VAT applies
- Services from free zone to abroad: Zero-rated (same as mainland)
VAT Registration for Free Zone Businesses
Free zone businesses must register for VAT under the same rules as mainland businesses:
- Mandatory if taxable supplies exceed AED 375,000
- Voluntary if taxable supplies or expenses exceed AED 187,500
- Even if you only make zero-rated or out-of-scope supplies, registration may be beneficial
Common Free Zone VAT Scenarios
Scenario 1: Trading Company in JAFZA
A trading company imports goods from China into JAFZA, then sells to a customer in Dubai mainland:
- Import to JAFZA: No import VAT
- Sale to Dubai mainland: Treated as import, recipient pays import VAT
Scenario 2: Consulting Firm in DAFZA
A consulting firm in Dubai Airport Free Zone provides services to a client in Abu Dhabi:
- This is a standard-rated service supply (5% VAT)
- Designated zone benefits don't apply to services
Scenario 3: Manufacturing in KIZAD
A manufacturer in Khalifa Industrial Zone produces goods and exports globally:
- Exports are zero-rated
- Can recover input VAT on manufacturing expenses
Record Keeping for Free Zone Businesses
Free zone businesses should maintain:
- Documentation proving goods remain in designated zones
- Import/export records for customs
- Evidence of where services are supplied
- All standard VAT records (invoices, returns, etc.)
